Foam in a cone shape

Candy (either gummy and/or wrapped hard candies) in the color and flavor of your choice

Toothpicks if using gummy candy

Glue (low temperature hot glue or other strong adhesive) if using wrapped candy

Specifics on What to Buy
Purchase a foam cone that is close to the color of your candy, else you can paint it with spray paint or brush on paint.  You might even consider covering it with glitter or sugar.

Purchase candies that are round in shape for the best coverage.

Do not get candies that are too large because they do not cover as well, unless you have smaller candies to fill in the gaps.

Adhere
Attach your wrapped candies to the foam cone using glue.  Low temperature hot glue or any quick drying glue works best.  Ensure that the glue does not melt or dissolve the candy wrapper or affect the candy in any way.

For gummy candy, stick a toothpick in the foam and then stick the gummy candy on the other end of the toothpick.

Consider making patterns with different colors of candy.

Make sure to decorate all sides of the topiary.

Continually look for holes where the foam is visible and put a smaller candy there to hide the foam.

Decorate the Base
Make sure to decorate the base of your topiary to hide the bottom in a way that compliments the topiary.

You can decorate it with fresh flowers, beads, paint, or whatever is appropriate for the occasion.

Consider putting it on a platter or other decorative dish so it is easily moved.

Decorate the Top
Put a special candy on the very top of your candy topiary to finish it off.

You could also add a special non-candy element that is appropriate for the occasion.
